In the list of questions published by the Ministry of Environmental Protection every day, "dirty" has become a high-frequency word.
So, how to rectify and make "scattered and dirty" enterprises become history? Chang Jiwen, director of the Institute of Resources and Environment of the Policy Research Center of the State Council, thinks that it is necessary to force the local government to eradicate the soil for the survival of "scattered and dirty" enterprises. After the end of the third round of environmental supervision, the Ministry of Environmental Protection also voiced the request that all localities should strengthen the investigation and management of "scattered and dirty" clusters, timely carry out "two breaks and three clearances" to ensure that production is stopped, banned and cleaned up in place.
Banning, shutting down production, cleaning up and so on are not the ultimate goal of rectifying "scattered pollution", but the necessary means to regulate industrial production.
