On April 25, the Ministry of Ecological Environment held an on-site meeting in Wenzhou to promote "Wenzhou Experience". From May 20 to 24, the Third Inspection Unit of the State Census Office gave full affirmation after inspecting the work of our province, believing that the general situation of our province's census and inventory work is good and the work is progressing in an orderly manner.

In his speech, Fang Min first fully affirmed the phased results of the census work in our province. She believed that in the previous stage, especially in recent years, Wenzhou on-site meeting and May 3 "Sewage Zero Direct Discharge Area" construction and promotion of pollution popularization work in the whole province will be the new starting point, intensifying efforts and compacting responsibilities, and positive progress has been made. Mainly manifested in the implementation and improvement of the personnel, financial guarantee and office conditions of the polluting sources census institutions, and the establishment of three-level census institutions at the city, county and township levels in many places; the verification of the census base book was completed on schedule, with 1.2 million checked quantities, an increase of 160,000 compared with the national list, accounting for about 1/6 of the total amount of the country, and the basic household information was found out; nearly half of the tasks of checking and filling out forms were completed, and more towns (streets) and grids were launched. Personnel and social forces participate in census and develop census software; household survey preparation work is progressing in an orderly manner. Nearly 20,000 census officers and census instructors are recruited in 70 counties (cities and districts). On average, each county (cities and districts) organizes five training courses on various kinds of census techniques. 40% of counties (cities and districts) implement mobile terminal procurement plans. The province adopts newspapers, propaganda boards, electronic screens and electronic screens. Fang Min pointed out that while affirming the achievements, we must clearly see that the following problems still exist in the census and inventory work in our province, such as the huge amount of follow-up work, the imbalance of the progress of the inventory and filling out forms, the uneven quality of the inventory data, and the inadequate preparations for household investigation. We must keep a close eye on them, intensify our efforts and overcome difficulties to ensure that the inventory task is completed on schedule.

Fang Min stressed that all localities must follow closely the completion time node of the national task on June 20, compile a plan for checking and tackling key problems according to the requirements of reporting to the provinces on June 15, and focus on strengthening the strict site according to the three tables of "timetable, task schedule and responsibility table" clearly defined in the plan, focusing on the three major objectives of "not heavy, not leaking and good", and in accordance with the working requirements of "dispatching and notification one day". Verify and fill in forms, strictly implement the responsibility system, strictly review and verify the report forms, and strictly assess and verify the quality, so as to ensure the deployment, responsibility transmission, coordination, personnel and equipment, and summarize and popularize them to the "5-in-place". At the same time, we should also do a good job in preparing household survey, speed up the selection of census officers and census instructors and the progress of mobile terminal equipment, so as to ensure the completion of personnel selection before August 1 and the arrival of terminal equipment before July 20.
