Hazardous waste, this word that sounds terrible when it sounds, actually... actually.. it is so terrible!
Due to the "corrosive, toxic, flammable, reactive and infectious" characteristics of hazardous wastes, if we dump or use them improperly, it will bring unimaginable harm to human health and the surrounding environment.
What is hazardous waste?
In our country, absolute strict management of hazardous waste is carried out. Once a certain substance is identified as a hazardous waste, it must be managed and operated strictly in accordance with the relevant regulations of China, and must not be sloppy.
Regarding the definition of hazardous waste, it is stipulated in Article 88 (4) of the Law on the Prevention and Control of Environmental Pollution by Solid Wastes (hereinafter referred to as “Solid Waste Law”) that hazardous waste refers to the danger listed in the nationality. A list of wastes or solid wastes with hazardous properties identified in accordance with national hazardous waste identification standards and identification methods.

The first step is to determine if it is a solid waste.
Article 88 (1) stipulates that: solid waste refers to the solid or semi-solid state that is lost in the production, living and other activities, or that has not been lost in use value but has been abandoned or abandoned. The gaseous substances and substances in the container and the articles and substances that are included in the solid waste management as stipulated by laws and administrative regulations.
Solid waste is relative to the original user. As long as the original user loses the original use value or is abandoned or abandoned, whether it is useful for other individuals, it is solid waste.
How to distinguish between solid waste and non-solid waste should be identified according to the "Guidelines for the Identification of Solid Wastes" (for trial implementation).
The second step, after identifying it as solid waste, open the “National Hazardous Waste List”, “Medical Waste Classification Catalogue” and “Hazardous Chemicals Catalogue” to find out whether it is on the list; if not, it is based on “National Hazardous Waste” The Directory and each hazardous waste identification standard further identify its hazard. If the substance is not listed in the National Hazardous Waste List or cannot be identified according to the hazardous waste identification standard, the solid waste that may have harmful effects on human health or the ecological environment shall be recognized by the environmental protection administrative department of the State Council. This is also the case of judging whether it is dangerous or not.
The third step is whether it is listed in the list of hazardous waste exemption management.
According to the regulations, the hazardous wastes listed in the “List of Hazardous Waste Exemption Management” in the Appendix of the National Hazardous Wastes List are listed in the exemption links (including collection, utilization, disposal, transportation, transfer) and meet the corresponding requirements. When the conditions are exempted, exemption management can be implemented as specified in the exemption.

Is activated carbon dangerous?

The shape of the activated carbon is indefinite, usually in the form of a black powder or a block, a granule or a honeycomb, which is obtained by processing. Due to the adsorption properties of activated carbon, it can absorb most atmospheric pollutants, and its adsorption efficiency is ideal. Therefore, it is often used as an adsorbent in daily life. Activated carbon itself is not hazardous, so pure activated carbon that is discarded is not hazardous waste.
Is waste activated carbon after adsorption of VOCs hazardous waste?

Article 57, paragraph 3 of the "Solid Waste Law" prohibits the provision or entrustment of hazardous wastes to business operations without the license holders for collection, storage, utilization and disposal.
Article 33, paragraph 3 of the Shanghai Municipal Environmental Protection Regulations ... prohibits the collection, storage and disposal of hazardous wastes to units or individuals that have no hazardous waste business licenses. It is forbidden to dump dangerous waste and other industrial solid waste without authorization.

What is the responsibility for illegal disposal of VOCs waste activated carbon?

Article 75 stipulates that in violation of the provisions of this Law concerning the prevention and control of environmental pollution by hazardous wastes, the environmental protection administrative department of the people's government at or above the county level shall order the suspension of illegal acts, correct within a time limit, and impose a fine:
(1) not setting the hazardous waste identification mark;
(2) failing to declare and register dangerous wastes in accordance with state regulations, or resorting to fraud during declaration and registration;
(3) Unauthorized closure, idle or dismantling of hazardous waste centralized disposal facilities and places;
(4) failing to pay the sewage charges for hazardous wastes in accordance with state regulations;
(5) Providing or entrusting hazardous waste to a unit without a business license to engage in business activities;
(6) failing to complete the transfer of hazardous wastes in accordance with state regulations or transferring hazardous wastes without approval;
(7) mixing hazardous waste into non-hazardous waste for storage;
(8) mixing, storing, transporting and disposing of hazardous wastes of incompatible nature without safe disposal;
(9) carrying hazardous wastes and passengers on the same means of transport;
(10) Disposing, storing, transporting and disposing of hazardous waste sites, facilities, equipment and containers, packaging materials and other articles for other purposes without decontamination;
(11) Failure to take corresponding preventive measures to cause the hazardous waste to be scattered, lost, leaked or cause other environmental pollution;
(12) Discarding or leaving hazardous waste along the way during transportation;
(13) No precautionary measures and emergency plans for hazardous waste accidents have been formulated.
If there is one of the first, second, seventh, eighth, ninth, tenth, eleventh, twelfth and thirteenth acts of the preceding paragraph, A fine of not more than 100,000 yuan; if there is one of the third, fifth or sixth acts of the preceding paragraph, a fine of not less than 20,000 yuan but not more than 200,000 yuan; if there is a fourth act of the preceding paragraph, the time limit is If the payment is overdue, the person shall pay a fine of more than one time and three times the amount of the hazardous waste discharge fee.
Shanghai Municipal Environmental Protection Regulations
Article 53 The transportation of hazardous wastes in paragraph 3 shall comply with the relevant provisions of the State and this Municipality for the transportation of hazardous wastes. It is forbidden to transfer hazardous wastes from overseas or other provinces and cities and other solid wastes that are not used as raw materials for production to the city. It is forbidden to entrust, store, or dispose of hazardous wastes to units or individuals that have no hazardous waste business licenses. It is forbidden to dump dangerous waste and other industrial solid waste without authorization.
Article 80: In violation of the provisions of Paragraph 3 of Article 53 of these Regulations, units or individuals that entrust hazardous wastes to non-hazardous waste business licenses collect, store, dispose of, or dump dangerous wastes or other industrial solid wastes without authorization, The municipal or district environmental protection department shall order the suspension of illegal activities, and correct within a time limit, and impose a fine of not less than 20,000 yuan but not more than 200,000 yuan.
(3) Criminal responsibility

In the production process of VOCs companies, do not think that VOCs are effectively collected and processed, and everything will be fine.
