近年来,市政府高度重视固废污染防治工作，固废处理的整体水平明显提高，固废污染环境的违法行为得到有效遏止，并初步形成全民参与的治理格局。

      但乐清当前固废污染昉治形势仍然不容乐观。乐清一直以安全防控为重点，着力解决工业固废、农业废弃物、医疗废物污染防治等突出问题，并采用多种方式，严厉打击坏境违法行为。仅2017年，乐清共查处行政案件8件，其中固废一般案件2件，危废案件6件，处罚金额34.1万元，取缔非法消纳场10个，查扣工程运输车辆256辆次，查处医疗废弃物处置不规范的医疗机构6家。

随着我市工业经济的快速发展， 工业固废产生量也随之增加。2015 年至2017年，全市一般工业固废产生量分别为108万吨、133万吨和146万吨，三年共产生387万吨，其中脱硫石膏、粉煤灰、炉渣、煤渣、 污水处理厂污泥、酒糟、钢筋边角料、废铁料、废纸等大部分工业固废均可被综合利用。但乐清目前并没有工业固废处置中心，其余诸如废胶木壳、废树脂、废塑料泡沬、废橡胶等类别的一般工业固废处置也存在一些问题。

       由于一般工业固废处置的配套设施建设滞后，工业企业产生的一般工业固废无法处罝，造成随意倾倒，甚至随意焚烧、污染大气环境等情况发生。在企业较为密集的乐清经济开发区，现有涉危废单位31家，经济开发区环保中队对辖区内涉危废单位实行一月一査，对乱堆乱放、非法排 放、倾倒、处置等环境违法行为进行了严厉打击。据统计，2014年至今，共查处固废案件12起，处罚金额47.8万元。另外，执法检査组还发现，工业固废收集能力不足的问题，全市大量的小微企业散落在工业园区之外，其产生的工业固废很多都处在监管盲区，没有纳入收集转运体系。
