On the morning of June 26, Wu Zhendi, Vice Mayor of Yueqing City, organized a mobilization meeting for the "Zero Action" to rectify the heavy pollution industries in Yueqing City. Eleven relevant departments, such as water supply, power supply, public security and business letters, heads of townships (streets), economic development zones and representatives of 25 enterprises participated in the meeting. According to the three-year plan of action, before 0:00 on July 1, 2018, all enterprises planning to enter the park for metal surface treatment, circuit boards and other production will relocate to the environmental protection industrial park (Phase II) and the small and micro-parks in Wengyuan to gather production. If they fail to enter the park within the time limit, they will be ordered to close down or close down according to law.

In order to promote the improvement of heavy polluted industries in Yueqing during the 13th Five-Year Plan period and force the transformation and upgrading of industries, Yueqing formulated a three-year plan of action for the improvement and upgrading of heavy polluted industries, and sorted out 246 enterprises in line with the scope of treatment, including 126 enterprises for metal surface treatment (including pickling, blackening, aluminium oxidation, electrophoresis, phosphating, etc.), 13 enterprises for circuit boards and casting. 107 manufacturing enterprises carry out renovation according to the requirements of "closing down and eliminating a batch, standardizing and upgrading a batch, gathering and entering a batch of gardens". Up to now, 107 foundry enterprises have been shut down and eliminated as a whole, 53 metal surface treatment and PCB enterprises have been shut down and eliminated, 30 in-situ renovation and upgrading enterprises have completed the renovation pending acceptance, and the remaining 56 have been relocated to the environmental protection industrial park (phase II) and Wengyuan small micro-park agglomeration production.

Vice Mayor Wu Zhendi pointed out that the importance and urgency of "zero action" must be deeply recognized. We should seize the opportunity to speed up the construction of environmental protection industrial parks (Phase II) and Wengyan small micro-parks, and promote the city's heavy pollution industries. It also calls on all townships (streets) and relevant departments to strengthen organizational leadership, and incorporate the completion of "zero action" related work into cadre performance appraisal. The implementation of heavy pollution industries (metal surface treatment and circuit board industry) to rectify "zero action" weak areas, in the annual assessment of ecological construction, "one vote veto".
